CONSTITUTION

  • Section A

    Organization

    1. The name of the organization shall be “Taraksheel Society Punjab (Regd.)”
    2. The structure of the organization shall be democratic.
    3. Organization shall have a scientific approach towards every matter / issue.
    4 Organization shall work according to its program (agenda) and it shall not have any connection with any political party.
    5 Organization shall work within the limits of its proclamation and constitution and share its agenda with other like-minded progressive and democratic organizations.

    Section C

    Objectives

    1. To make people scientific / rational thinkers is the prime objective of the organization.
    2. To delineate programs to aware people about the policies of the exploiter/ruler class, spreading superstitions directly or indirectly and also about socio-economic factors responsible for the same.
    3. To help people trapped in superstitious beliefs by showing them the logical path.
    4. For the fulfillment of the above mentioned purposes organization will publish books, rationalist magazine & seminar, sentience carvans, magic shows, counseling center for psychological disorders etc.
    5. For the fulfillment of the objectives of the organization, will organize like-minded activists.

    Section D (A)

    Full Membership

    1. Membership fee shall be Rs.50/pa- and there shall be a renewal fee of Rs.50/- every year. Membership shall have to be renewed before new election of the organization.
    2. Any member can avail membership according to his/her convenience and the need of the organization unit, provided he/she should not have been expelled from the membership of his/her previous unit.
    3. Every person shall fill the necessary pledge-form to become a member of the organization.
    4. Person seeking membership shall have to get attestation from an existing member or the concerned unit.
    5. Every member shall abide by the proclamation, the constitution and the pledge-form of the organization.

    Section D (B)

    Voluntary Membership

    1. Voluntary membership fee shall be Rs.25/- annually.
    2. Volunteer should be a regular reader of the Taraksheel Magazine.
    3. Volunteer shall fill up the membership pledge-form.
    4. Volunteer shall remain a volunteer unless he/she applies for the full membership of the organization.

    Section D (C)

    Honorary Membership

    Organization shall confer honorary membership to those thinkers who are struggling in their own way to zenith scientific ideology. Such members shall remain honorary members until they themselves withdraw from it.

    Section E

    Rights and Obligations/Duties of the Members

    1. A member shall keep an eye on all kinds of alleged unscientific incidences in his/her area.
    2. A member shall neither work against the common ideology of the organization nor participate in any such activity.
    3. A member shall participate exceedingly in all the movements of the organization and shall act upon its decisions.
    4. Each member shall have a right to debate, elect and stand for elections in his/her department.
    5. An official of any political party shall not be an official of the organization. But this clause shall not apply to unit committees, sports clubs, literary and cultural clubs and trade unions. Such official shall only have a right to become an ordinary member.

    Section F

    Officials and their Elections

    1. Heads of the departments shall be elected at the state level. There shall be State Executive on the basis of Heads of Departments.
    2. All the officials shall be elected unanimously or through the majority vote. Person having maximum number of votes shall be elected.
    3. Tenure of the officials shall be of two years.
    4. The term of the session shall be from April to March.
    5. During the session if working of any official of any department is found unsatisfactory or if official leaves his/her designation, fulfillment of his/her place shall be decided in half yearly gathering. For this change the agreement of 2/3rd of the present members is required, but before this, agenda has to be declared.
    6. Zone and units shall be able to make above changes through the Clause No. 5 in meeting.
    7. Election of the Zonal Heads

    Heads of Administrative department, Publishing and Magazine Division, Psychological Disorder Department, Finance Department and Media Department shall be elected by Administrative heads and Finance heads of the Units, and one delegate out of 10 members from themselves.
    8. Unit shall conduct election of five heads in accordance with the pattern of zonal elections. Any new unit shall be elected under the supervision of any zonal head; and present unit shall be elected under the supervision of former heads of the unit.

    Section G

    Organization Structure shall be three-tier in the present scenario.

    State Committee

    1. State Executive Committee: The Heads of the State shall be its members. 2. State Working Committee : Apart from Heads of departments of state level zonal administrative heads shall be its members.
    3. State General Body : It shall be based on State Executive Committee and Organizational heads of the units.

    Zone Committee
    Zonal Executive : It shall be based on elected five zonal heads.
    Zone Working Committee : It shall include five zonal heads of the departments & administrative heads of units in the zones. In the absence of administrative heads in the zone meeting all the rights shall remain with the finance department of the zone. Heads of the departments shall not be the head of unit whereas this condition shall not apply to the Assistants of the heads of department.

    Unit Committee : At least 10 members are required to form it. There shall only be one unit in a village/town.

    Unit Executivee : It shall include five heads of the departments
    General Body : It shall include all the members of the unit. In the absence of Unit head all rights shall remain with the head of finance department.

    Section H

    Officials and their Duties

    There shall be nine departments at the state level and there shall be Assistant Head. All assistant heads shall be elected by the State Executive. Each department shall make efforts to improve its working but shall get approval of the delineated program from the State Executive. Head of the departments will submit the record/copy of the correspondence to the Head Office. All kind of correspondence shall be entered in official records. Departments and their division of work shall be as follows.
    1. Administration Department :It shall administer the organization, arrange meetings, keep the record of meetings and meetings shall take place in its supervision. In case, votes are equal in number, administrative head has right to cast the deciding vote. All departments shall inform Administrative Department about their work, achievements and problems, so that an agenda may be updated as per the requirement. Administrative head
    He/she shall determine the directives to strengthen the organization.
    He/she shall have a right to expand and maintain the organization
    He/she shall make special efforts for the participation of youth and women.
    He/she shall be responsible for taking care of office, records and the property of the organization.
    Office Office shall be a part of the administrative department and official work shall take place particularly in its supervision.
    2. Finance Department
    At the state level, finance department shall be responsible for taking care and maintenance of funds and the property of the organization; innovate new financial resources and polices to strengthen the organization financially.
    Accounts
    Bank account shall be in the name of Head of the Finance department, Administrative Head and Head of Printing Department. Funds can be withdrawn from the bank only through the signature of any two heads out of the three heads of the said departments
    3. Cultural Department
    It shall write or guide/encourage others to write songs, plays, and choreographies etc. to propagate the ideology of the organization
    It shall plan for the field work at minimum expenditure.
    It shall develop a scientific and constructive culture; and create directives to change redundant and expensive moral values; and generate social wave for their implementation.
    It shall make endeavors to telecast programs equipped with ideology of the organization through TV channels and radio.
    It shall arrange audio and video CDs, cassettes of the programs, songs, plays, choreographies, lectures that took place earlier; and arranging its required stock to spread them into masses.
    It shall prepare a team of magicians
    4. Media Department
    It shall arrange for reporting of ideology and activities of the organization to electronic media and print media; and make efforts to telecast them; and innovate/ prepare material to counterstroke such scientific and irrational stuff which is being telecasted on various TV channels, radios and newspapers etc.
    It shall keep a record of the published/broadcasted material for or against the organization. And shall establish relations with editors and directors.
    5. Magazine Editorial Department
    It shall prepare, write, edit and encourage other writers, compose, proof read and design the magazine; and shall make efforts to uplift the standard and increase popularity of the magazine in people.
    6. Publication Department
    For the cognitive development of the organization and the people write or encourage writers to write books, to translate or prepare pamphlets, calendars, diaries etc on various subjects. Positively perform the duty of printing all kinds of printing materials till it is fully composed.
    Establish a library of the published books that lead to cognitive development of the organization.
    7. Printing Department
    It shall print all kinds of related matters prepared from all aspects, make its division, keep and maintain the total stock, make efforts to reduce the expenses on printing material.
    It shall set the sale per unit and settle it as and when required.
    8. National & International Coordination Department
    It shall, for the sake of spreading and propagating the organization, establish links at the state, national and international level.
    It shall make efforts to develop cooperation with national and international organizations having similar thoughts or ideology.
    It shall establish coordination with the well wishers, thinkers, intellectuals, through correspondence and avail their services for the organization.
    It shall make our literature available to other areas/countries and arranging literature of other organizations for our society.
    9. Department for Psychological Disorders
    It shall train the members by organizing workshops in counseling/advisory center for psychologically/mental disturbed persons.
    It shall invite experts/psychiatrists for seminars.
    It shall establish psychological counseling centers in Punjab and supervise them regularly.

    Section I

    Meeting
    1. Meeting of each department shall take place once in every two months, mandatory.
    2. The required quorum for the meeting shall be at least 50%
    3. Meeting of the General Body shall be after six months.

    Section J

    Delegate Session

    2 Administrative heads of all units and Head of Finance department shall be its members. 3 There shall be one delegate after ten members which mean one delegate out of ten members, two out of twenty and so on. 4 For carrying on the session at least 50% quorum shall be required. 5 In session, accounts of the previous year and expenditure shall be analyzed; and shall make a program for the future on the basis of the same. 6 It shall be the supreme department of the organization. 7 Only delegate session has the right for any kind of amendment in the Constitution and Proclamation of the organization. For any amendment, agreement of the 2/3 members of the present members shall be compulsory. Section (K) Decisions 1 There shall be a debate on every decision for its unanimous acceptance; and if it fails, then decision of majority-vote shall be entertained and its implementation shall be compulsory. 2 For the decisions of higher departments, lower departments shall be responsible for the implementation of such decisions. 3 Each member shall debate or produce his/her different opinions in his/her concerned departments. Section L (1) Jurisdiction 1 Jurisdiction of the organization shall not be restricted. Wherever, a member finds any incident happening of “unscientific nature”, that member shall investigate in his/her way. If, such member is not able to resolve the matter, it shall be forwarded to the unit. Similarly, if the Unit is not able to resolve it, the Zone committee shall take over the matter. Incase of inability on the part of Zone Committee in solving the issue State Committee shall resolve the matter. 2 Cases directly reported to State Committee shall be resolved with the coordination of the Area Committee. 3 Units shall get all kinds of materials from the Zones. Administrative head and the head of the Finance Department shall take personal responsibility for the material taken by the zone. 4 For Psychological disorders concerned department shall decide about the counseling centers. Section M Funds 1 Membership and donation shall be collected against the printed receipts. State Committee shall solely have a right to print the receipt book.. 2 If needed, organization shall collect special funds. 3 Units shall manage its expenses from the collected fees, funds or donations. In case it suffers any loss, it may avail funds from the higher department after explaining the loss. 4 State Committee shall collect funds from the Units for spreading and propagating material of the organization and for other expenses. 5 Out of the total collection of membership, 60% shall remain with the State Committee, 20% with the Zonal Committee, and 20% with the Units. 6 State Executive shall form a temporary committee of three-members for the internal audit. None of the member of the temporary committee shall be from State Committee. Section N Action for violation of Code of Conduct 1 Without any genuine cause, continuous absence from three consecutive meetings shall result in an action for the violation of code of conduct, with giving an opportunity to clarify his/her act. 2 Violation of Program, Constitution, Proclamation or discipline shall result in an action against the member. 3 This action shall take place in the form of warning, restricting any right(s), membership dismissal or public condemnation. 4 Permission of State Executive shall be necessary for the membership dismissal or public condemnation of any member.
